疏浚工程的主要目的是:开挖港池、进港航道等、吹填造陆以兴建码头、港区和临港工业区、沿海城市用地和娱乐休闲用地、岸滩养护、水利防洪和库区清淤、江河湖海等水环境的改善和生态恢复以及各类水下管线沟的施工和填埋等。疏浚工程对人类社会进步、环境改善及经济发展的作用非常重大。用疏浚的方法,挖深河流或海湾的浅段以提高航道通航或排洪能力;将开挖航道或港池的疏浚土吹填到附近的低洼地进行造地的一种经济可行的主要方法。疏浚土历来主要是采取废弃或倾倒于工程附近水域的方式进行处理的。吹填工程 了变废弃为宝,综合利用进行处理的新方式,后又发展到利用疏浚土作建筑材料及整治建筑物的材料等用。疏浚工程还扩展到开挖河底或海底开槽以埋设过河或跨海管道(水管、油管、输电电缆、通讯电缆等);挖除水下软土置换承载能力强的沙、石作水工建筑物基础;吹沙养护海滩等等。
